Dire predictions about the demise of Social Security have been made for decades, and the program continues. While there might be changes in the future&mdash;including increasing the retirement age or adjusting the benefits formula&mdash;the fact remains that many retirees need Social Security to supply at least part of their income.
Social Security is an important part of your overall retirement picture, providing you with a baseline for monthly income. As you consider how to move forward, here&rsquo;s what you need to know about Social Security in retirement.
<h2>Deciding When to Claim Social Security Benefits</h2>
The first thing to consider when using Social Security in retirement is deciding when to begin taking benefits. You can start drawing your benefits at age 62, or you can put off receiving your first Social Security check until age 70.
However, it&rsquo;s important to note that the age you begin taking benefits impacts the amount you receive each month. The earlier you take Social Security, the less you receive. The only way to get your full benefit is to begin claiming Social Security at your &ldquo;full retirement age&rdquo; (FRA).
Your FRA is based on your birth year, and for most people is between 66 and 67. For each year that you claim benefits early, your monthly amount is reduced. The table below,<a href="https://www.ssa.gov/benefits/retirement/planner/agereduction.html"> from the Social Security Administration</a>, illustrates FRA and benefits reductions.

As you can see, if your FRA is 67 and you begin taking benefits at age 62, you&rsquo;ll see a 30% reduction in your monthly benefit.
Choosing to begin taking benefits after your FRA increases your monthly benefit. For example, if you <a href="https://www.ssa.gov/benefits/retirement/planner/1960-delay.html">delay taking Social Security</a> for 12 months beyond your FRA, you&rsquo;ll get 108% of your regular benefit. Delay until age 70, and you&rsquo;ll receive 124% of your regular monthly benefit.&nbsp;
If you&rsquo;re working during retirement, or if you&rsquo;re trying to reduce required minimum distributions by drawing on a traditional retirement account, putting off taking Social Security until age 70 can make sense. You benefit from a higher monthly income from Social Security when that time comes.
<h3>Should You Take Social Security Early?</h3>
You shouldn&rsquo;t assume that you should automatically delay claiming your Social Security benefits until age 70. Some items to consider as you create your Social Security strategy include:
<ul>
<li>
Traditional retirement accounts: If you have other accounts, such as traditional retirement accounts that have required minimum distributions, it can make sense to put off taking Social Security to draw down your balances.
</li>
<li>
Roth accounts: When a portion of your money is in a Roth account, you might decide it makes more sense to take your Social Security early and pair that with untaxed Roth withdrawals.&nbsp;
</li>
<li>
Health concerns: You might decide to take early withdrawals due to health or longevity concerns. At age 65, you need to enroll in Medicare if you&rsquo;re drawing Social Security.
</li>
<li>
Survivor benefits: If you&rsquo;re eligible for survivor benefits, you might need to plan when to take your Social Security around what you&rsquo;re receiving from a deceased spouse&rsquo;s Social Security.
</li>
<li>
If you need the money: In some cases, you might need the money immediately due to being laid off or because of some other reason. In that case, claiming Social Security benefits immediately might make sense.
</li>
</ul>
All of these factors can interact in different ways and be part of your strategy. When deciding when to take Social Security benefits, consider your other accounts and your order of access. Each person has different circumstances to consider.
<h2>Other Factors that Can Impact Your Benefits</h2>
As you consider your benefits, don&rsquo;t forget to look at other factors that can impact how much you receive each month.
<ul>
<li>
Marital status: If you have a spouse, run the numbers to see if it makes sense to claim your own benefits or spousal benefits. You and your spouse should see what combination makes the most sense for your situation.
</li>
<li>
Divorce: You&rsquo;re entitled to spousal benefits of an ex-spouse if you were married at least 10 years and you aren&rsquo;t currently remarried. Check to see if it&rsquo;s a good move to claim spousal benefits instead of your own, based on your work history and your ex&rsquo;s history.
</li>
<li>
Working in retirement: A job in retirement can reduce the amount you receive monthly, depending on whether you&rsquo;re at FRA. Plus, if you&rsquo;re still working, you can potentially continue to increase your total benefit amount.
</li>
</ul>
<h3>Don&rsquo;t Forget About Taxes on Social Security Benefits</h3>
You might have to pay taxes on your Social Security benefits. They are taxable at the federal level, although many states don&rsquo;t levy taxes on your Social Security benefits.
Review your tax situation, including how you&rsquo;re taxed on any income from working in retirement, traditional retirement account distributions and Social Security benefits. Incorporating a tax strategy as you claim Social Security benefits and plan your retirement is part of making sure each dollar goes as far as possible.
<h2>Conclusion</h2>
Social Security amounts to longevity insurance. You pay into the program during your working life and receive benefits later. However, it&rsquo;s important to remember that Social Security was never meant to be a complete replacement for income. Instead, it&rsquo;s designed to provide a baseline of income. If you want a comfortable retirement, you likely need other financial resources, such as retirement accounts, annuities, business income or other cash flow.
As you plan for retirement and incorporate your Social Security benefits, make sure you understand the annual changes that come with the program. For example, there&rsquo;s usually a cost of living adjustment (COLA) based on inflation. Additionally, there are changes to the tax cap and earning limits each year. If you continue to work during retirement, understanding the earning limits and tax consequences is an important part of your ongoing planning.

In addition to the changes to Social Security and the tax code, the OBBBA includes a number of provisions that will reduce access to medical coverage for Americans under Medicare, Medicaid, and the Affordable Care Act (ACA).
For instance, the Act will reduce access to both Medicaid and ACA coverage through a range of new work rules, paperwork requirements, and tighter eligibility considerations, while the delayed implementation of Medicare enrollment reforms will make it harder for low income Americans to access premium subsidies to support their coverage. Changes to ACA eligibility could likewise impact individuals on employer-provided health plans who are considering retirement before age 65, reducing access to income-based subsidies to offset their out-of-pocket costs for coverage.
According to estimates, the cuts to Medicaid alone in the OBBBA will total between $800 billion and $1.2 trillion over the next 10 years1, putting coverage for as many as 7.8 million Americans at risk2. These cuts will likely have an outsized impact on older Americans, those living in rural areas, and immigrants.&nbsp;That&rsquo;s because 30% of Medicaid spending supports older recipients who are eligible for both Medicaid and Medicare &ndash; including more than 60% of nursing home residents for whom Medicaid is the primary payer.<a role="link" tabindex="0">3&nbsp;</a>Rural areas with limited healthcare access will likely lose even more hospitals and other medical facilities.<a role="link" tabindex="0">4</a>&nbsp;Meanwhile, more immigrants will lose access to care once states lose the ability to use federal funds to cover undocumented immigrants through Medicaid.
<h3>Key Changes to Medicare5</h3>
<h3>Enrollment Streamlining Rules Have Been Suspended Until 2035</h3>
<ul>
<li>
What&rsquo;s Changing: The OBBBA is delaying previous reforms that would have automatically enrolled low-income seniors into programs like Medicare Savings or Medicaid dual eligible plans. States began implementing the earlier rule in Fall 2024.
</li>
<li>
Potential Effect: Many seniors will continue missing out on benefits they&rsquo;re entitled to, like premium-free Part B or reduced drug costs, due to lack of awareness or administrative burden.
</li>
</ul>
New Limits to Medicare Eligibility
<ul>
<li>
What&rsquo;s Changing: Under the new rules, Medicare eligibility is now restricted only to U.S. citizens, green card holders, and certain Cuban-Haitian entrants.
</li>
<li>
Potential Effect: Previously, many legal immigrants aged 65 and older&mdash;including permanent residents&mdash;could access premium-free Medicare Part A if they or their spouse had worked in the U.S. and paid Medicare taxes for at least 40 quarters. Under the new rules, individuals outside the three above-specified categories will no longer be eligible. Current beneficiaries who no longer qualify under these restrictions will see their Medicare coverage terminated within 18 months or less.
</li>
</ul>
These changes could also create ripple effects for older adults who are dual eligible for both Medicare and Medicaid, particularly as broader Medicaid cuts take effect.
<h3>Key Changes to Medicaid</h3>
New Mandatory Work and Community Engagement Requirements
<ul>
<li>
What&rsquo;s Changing: Starting by December 31, 2026, all adults aged 19-64 who are receiving Medicaid benefits must complete and report at least 80 hours of work, volunteering, or education per month, unless they have a disability or are otherwise exempt.&nbsp;
</li>
<li>
Potential Effect: Tens of thousands of current Medicaid enrollees &ndash; especially part-time workers or caregivers &ndash; may lose their coverage if they can&rsquo;t meet these new reporting or activity requirements. The complexity of the work documentation rules in the OBBBA may confuse or discourage eligible people from reapplying for benefits.
</li>
</ul>
Eligibility Redeterminations are Now Required Every 6 Months
<ul>
<li>
What&rsquo;s Changing: Under the OBBBA, Medicaid expansion enrollees must re-verify their eligibility twice a year, not just once, starting after December 2026.
</li>
<li>
Potential Effect: The increased red tape associated with this new requirement could lead to eligible individuals being dropped for missing paperwork. In addition, states with outdated technology or language barrier issues among recipients may see a spike in wrongful terminations.
</li>
</ul>
New Cost-Sharing Requirements for Recipients
<ul>
<li>
What&rsquo;s Changing: Starting October 1, 2028, Medicaid recipients who have incomes at or above 100% of the federal poverty level will owe up to $35 per doctor visit, capped at 5% of family income.
</li>
<li>
Potential Effect: Many low-income Americans on Medicaid may skip care due to these new costs. Chronic care (like diabetes, asthma, or mental health visits) may become unaffordable, leading to worse long-term outcomes.
</li>
</ul>
Enhanced Eligibility Verification Requirements
<ul>
<li>
What&rsquo;s Changing: The OBBBA introduces stricter documentation and residency-verification requirements for Medicaid enrollees, particularly those deemed high-risk or likely to move frequently. States must collect up-to-date contact information for all enrollees by January 1, 2027, and have a system in place to prevent enrollment in two states simultaneously by October 1, 2029.
</li>
<li>
Potential Effect: These changes could disproportionately impact individuals who frequently change addresses&mdash;such as unhoused individuals or older adults transitioning between care settings. Many risk losing coverage simply because of missed mail or paperwork errors, often without realizing they&rsquo;ve been dropped or that re-verification is required.
</li>
</ul>
Provider Tax and Payment Caps
<ul>
<li>
What&rsquo;s Changing: States are currently able to finance their share of Medicaid spending through multiple sources, including state general funds, healthcare related taxes (aka provider taxes), and local government funds. Under the OBBBA, states will no longer be allowed to implement new provider taxes, and existing ones must be capped between&nbsp;3.5% and 6%. Additionally, the law limits Medicaid provider payments to&nbsp;no more than 100% of Medicare rates, or&nbsp;110%&nbsp;for states that did not previously expand Medicaid.
</li>
<li>
Potential Effect: These limits may reduce provider revenue and discourage participation in Medicaid. As a result, beneficiaries&mdash;particularly those in rural or underserved communities&mdash;could face fewer available providers and reduced access to care.
</li>
</ul>
<h3>Key Changes to the Affordable Care Act</h3>
Pre-Enrollment Verification of Eligibility for Premium Tax Credit and Other Cost Savings
<ul>
<li>
What&rsquo;s Changing: Beginning after December 31, 2027, new enrollees in ACA healthcare plans will need to verify their eligibility before enrollment to receive any premium tax credits or cost-sharing reductions. The requirements include the verification of income, immigration status, health coverage status, place of residence, family size, and potentially more. This provision effectively ends auto-renewals.
</li>
<li>
Potential Effect: As with some of the new Medicaid requirements, the paperwork and complexity related to these new requirements might convince some potential ACA customers not to apply for tax credits or cost savings.
</li>
</ul>
Recapture of Excess Premium Tax Credits
<ul>
<li>
What&rsquo;s Changing: Currently, if an ACA customer receives excess premium tax credits because their estimated income was lower than their actual income, they must repay the excess. However, in most cases there is a cap on these repayments that&rsquo;s based on household income. Under the OBBBA, all premium tax credit recipients must repay the full amount of any excess, no matter what their income is.
</li>
<li>
Potential Effect: Again, the risk of having to make payments on excess credits could convince some not to apply for them at all.
</li>
</ul>
Reduced Access to ACA Premium Subsidies for Legal Immigrants&nbsp;
<ul>
<li>
What&rsquo;s Changing: Legal immigrants were previously eligible to enroll in ACA Marketplace coverage and receive the same premium subsidies and cost-sharing reductions that American citizens can. In addition, these immigrants could also access ACA Marketplace coverage if their income was under 100% of the federal poverty level and they did not qualify for Medicaid due to their immigration status. The OBBBA is limiting eligibility for subsidized coverage to permanent residents, such as green card holders, and eliminating eligibility for non-qualifying immigrants beginning January 1, 2026.
</li>
<li>
Potential Effect: This could limit healthcare availability for legal immigrants and increase what they have to pay for coverage in the open market.
</li>
</ul>
<h2>What This All Means for the Future of Medicare, Medicaid and ACA</h2>
The changes under the OBBBA mean that individuals will need to stay informed on eligibility rules, pay attention to re-qualification requirements, and be aware of how their doctors networks may change over time. For lower-income Medicare enrollees, understanding your eligibility for premium subsidies will be an important cost-saver until the streamlined rules are implemented in 2035.

What the OBBBA Means for Medicare, Medicaid, and the Affordable Care Act

Following weeks of debate, negotiations, and compromises, the House passed President Trump&rsquo;s budget bill &ndash; better known as the One Big Beautiful Bill Act (OBBBA) &ndash; by a vote of 218 to 214, after the Senate approved the bill 51-50. Following those votes, the bill went back to the president who signed it into law in a ceremony on July 4, 2025.
The question now is what the law will mean for Social Security and other retirement accounts, and when those changes will start to show up.
According to the Council of Economic Advisors (CEA), 88% of retirees who receive Social Security benefits will pay no tax on their benefits under the OBBBA as a result of their total deductions exceeding their taxable Social Security benefits. But that is just one of the ways that the new budget will impact retirees across the country.
The short story is that the OBBBA is reducing the tax collected on Social Security income by temporarily increasing the standard deduction by $6,000 (for those who are single) and $12,000 (for married couples filing jointly) for everyone aged 65 and up. According to the White House, this new deduction, in addition to the existing standard deductions, will cover the tax collected on 88% of American retirees&rsquo; Social Security benefits.
Under current law, up to 85% of <a href="https://www.ssa.gov/faqs/en/questions/KA-02471.html">Social Security benefits are considered taxable</a> for retirees making more than $25,000 and joint filers making more than $32,000. To determine if your benefits are taxable, take half of the Social Security income you collect during the year, along with non-taxable interest, and add it to your other income sources, such as pensions, part-time work, interest, dividends and capital gains. Social Security calls this your &lsquo;combined income&rsquo;.
If you&rsquo;re single and the total is more than $25,000, then part of your Social Security benefits may be taxable. If you&rsquo;re married, take half of your Social Security benefits, half of your spouse's benefits, and add in all your combined income. If it&rsquo;s more than $32,000, then part of your Social Security may be taxable. How much? It depends on which income bracket you fit into.
50% of your benefits may be taxable if you are:&nbsp;
<ul>
<li>Filing single, head of household, or qualifying widow or widower with $25,000 to $34,000 in total income.</li>
<li>Married, filing separately, and living apart from your spouse all of last year with $25,000 to $34,000 income.</li>
<li>Married, filing jointly with $32,000 to $44,000 in income.</li>
</ul>
Up to 85% of a your benefits may be taxable if you are:&nbsp;
<ul>
<li>Filing single, head of household, or qualifying widow or widower with more than $34,000 in total income.&nbsp; Married, filing jointly with more than $44,000 income.</li>
<li>Married, filing separately, and lived apart from your spouse for all of last year with more than $34,000 income.</li>
<li>Married, filing separately, and lived with their spouse at any time during 2021.</li>
</ul>
Social Security will continue to be taxed based on these limits, regardless of the new deductions in the OBBBA.
<h2>How the New Deductions in the OBBBA Will Work</h2>
The deductions introduced in this year&rsquo;s budget bill will be available for tax years 2025 through 2028 and start for filers at age 65. If filing jointly, one spouse needs to be age 65 or older.
According to the Administration, a retiree who files singly will see a total deduction of $23,750 starting this tax year, including the $15,750 standard deduction, $2,000 existing senior deduction, and the new $6,000 senior deduction. For married couples filing jointly, it will add up to $46,700, including the $31,500 standard deduction for joint filers, the $3,200 existing senior deduction, and the new $12,000 senior deduction for couples.
These new deductions will expire after the 2028 tax year if they aren&rsquo;t renewed between now and then. Also, remember, you can request to pay taxes on your Social Security benefits throughout the year instead of paying a large bill at tax time, withholding 7%, 10%, 12%, or 22% of your monthly payment by filing the form W-4V. Taxes on Social Security benefits are not automatically withheld like they commonly are on your paycheck while you&rsquo;re working.
<h2>Additional Tax Implications of the OBBBA</h2>
The new senior deductions are just one way that the OBBBA is set to overhaul the tax system. It will also build on a number of changes made in the Tax Cuts and Jobs Act (TCJA), passed in 2017 during President Trump&rsquo;s first term. These additional updates include:
Lower Marginal Tax Rates: The lower tax rates from the TCJA are now made permanent. The OBBBA is also increasing the inflation adjustment by an extra year for the 10%, 12%, and 22% tax brackets.
Increase the Standard Deduction: The increased standard deduction from the TCJA has also been made permanent, with extra enhancements starting in 2025 at $31,500 for joint filers, $23,625 for head of household, and $15,750 for all others. These deductions will be adjusted for inflation in the years ahead.&nbsp;
Temporarily Increase the Deduction for State and Local Taxes (SALT): The state and local tax deduction cap has been increased to $40,000 for 2025 and will increase by 1% annually through 2029. This will phase out for those with incomes over $500,000 and then reduce the cap to a flat $10,000 thereafter.
No Change to the Personal Exemption: The personal exemption, which was eliminated in the TCJA, continues to be suspended.
Increase the Child Tax Credit: The child tax credit, which was set to expire, has been made permanent with an increased maximum of $2,200 in 2026, with inflation adjustments in the years ahead.
Make the Alternative Minimum Tax (AMT) Exemption Permanent: The million-dollar exemption from the TCJA for the alternative minimum tax was extended and made permanent. The OBBBA also reverts the AMT exemption phaseout thresholds to 2018 levels of $500,000 for single filers and $1 million for joint returns and increases the phaseout rate.
New Auto Loan Interest Deduction: The OBBBA creates a new deduction for auto loan interest up to $10,000, but only for new cars that were assembled in the U.S. It&rsquo;s temporary, though, only applying for tax years 2025 through 2028.
Increase Estate, Gift, and GST Tax Exemption Increase: Starting in 2026, the federal estate, gift, and generation-skipping transfer (GST) tax exemption will rise to $15 million per individual, up from $13.99 million in 2025. This means an individual can transfer up to $15 million during their lifetime or at death without incurring these federal taxes. For married couples, this combined exemption will increase to $30 million in 2026, up from $27.98 million in 2025.
<h2>What This All Means for the Future of Social Security</h2>
Will these adjustments in the OBBBA improve the long-term health and viability of the Social Security system? The short answer is these new tax deductions &ndash; while helpful for retirees receiving Social Security benefits in the short term &ndash; do not directly address the long-term solvency of the program overall, which still needs to be sorted out.
The Social Security Administration still expects the combined reserves of both the Old-Age and Survivors Insurance and Disability Insurance (OASI and DI) Trust Funds to have enough revenue to pay benefits and administrative costs until 2034, with 81% of benefits payable at that point. That&rsquo;s one year earlier than was projected last year. The OASI Trust Fund is projected to become depleted in 2033, the same year as last year&rsquo;s estimate, with 77% of benefits payable at that time.&nbsp; Before 2033, the government will need to pass additional legislation to ensure that Social Security remains solvent for years to come.

Social Security has announced that starting in March 2025 payments under the Social Security Fairness Act will be paid to millions of Americans.
The bill eliminates the Windfall Elimination Provision (WEP) as well as the Government Pension Offset (GPO), two rules that had previously reduced Social Security benefits for those who spent all or most of their careers in public service and received other retirement benefits, such as a pension from a state or local government.1
&ldquo;Social Security is a bedrock of our middle class. It&rsquo;s retirement security that Americans pay into and earn over a lifetime of work &ndash; and count on to be there for them when they retire,&rdquo; said Senator Sherrod Brown (D-OH) who cosponsored the bill in the Senate alongside Senator Susan Collins (R-ME). &ldquo;Social Security should be available to everyone, including local police officers, sheriffs, deputies, firefighters, teachers &ndash; and their families.&rdquo;2
Who is impacted?
Previously, if you&rsquo;ve been a public sector employee during your career, your Social Security and retirement planning would look different than those who&rsquo;ve spent their working years exclusively in the private sector. Private sector employees have a percentage of their paycheck go toward Social Security with the expectation of receiving those Social Security benefits later in life. But, if you have worked in a public sector job your retirement package may not work quite the same way.
Congress passed the WEP to prevent workers who receive non-covered pensions from receiving higher Social Security benefits as if they were long-time, private sector earners, and the GPO to ensure that spousal benefits of those with covered or non-covered lifetime earnings would be roughly equal.3&nbsp;
The Windfall Elimination Provision applies to most teachers and public sector employees who receive both:

A pension from a job where they did not contribute to Social Security, and&nbsp;
</li>
<li>
Social Security benefits based on fewer than 30 years of substantial earnings in covered employment or self-employment.
</li>
</ul>
In short, it limits the Social Security benefits you can claim if you worked in both the public and private sectors over the course of your career.4
The Government Pension Offset, on the other hand, reduces Social Security benefits for spouses, widows, and widowers who also receive government pensions of their own. Meant to reduce &ldquo;double dipping,&rdquo; the GPO allows the government to reduce your spousal benefits by two-thirds the value of your pension.5
What&rsquo;s changing?
Both WEP and GPO are going away, with the rule effective for benefits payable after December 2023.&nbsp;
The elimination of the WEP means that your earnings history will no longer be discounted and you will earn full credit for your public sector work. Previously, public sector earnings were reduced for anyone who spent less than 30 years in the private sector when calculating Social Security benefits.
By eliminating the GPO, Social Security recipients who previously saw their spousal benefits reduced in order to account for their public sector pension will now receive a full spousal benefit.

In a joint statement following the passage of H.R. 82 in November, cosponsors Rep. Garret Graves (R-LA-06) and Rep. Abigail Spanberger (D-VA-07) said: &ldquo;By passing the Social Security Fairness Act, a bipartisan majority of the U.S. House of Representatives showed up for the millions of Americans &mdash; police officers, teachers, firefighters, and other local and state public servants &mdash; who worked a second job to make ends meet or began a second career to support their families after retiring from public service. A bipartisan majority of the U.S. House voted to provide a secure retirement to the hundreds of thousands of spouses, widows, and widowers who are denied their spouses&rsquo; Social Security benefits simply because they chose careers of service.&rdquo;

When will payments be made?

Social Security has indicated that payments will start in March 2025.&nbsp; This retroactive payment will include a lump sum payment to cover the increase in their benefit amount back to January 2024.&nbsp; Social Security has also announced that impacted retirees will start receiving their new monthly benefit amount in April 2025 (for their March 2025 benefit).

The year 2025 will see an increase in 401(k) contribution limits while IRA contribution limits remain unchanged. The contribution limit for employees who participate in 401(k), 403(b), most 457 plans, and the federal government's Thrift Savings Plan will increase to $23,500, up from $23,000. The limit on IRA annual contributions remains at $7,000.1
In addition to these changes, the catch-up contribution limit for 401(k), 403(b), most 457 plans, and the federal government&rsquo;s Thrift Savings Plan for employees ages 50-59, remains at $7,500 for 2025. New for 2025, based on changes made under the SECURE Act 2.0, a higher catch-up limit of $11,250 now applies to employees ages 60-63 who participate in these plans. The IRA catch-up contribution limit for individuals aged 50 and over remains unchanged at $1,000.2&nbsp;

Another key change this coming year is an increase to the Roth phase-out cap: The income phase-out range for taxpayers making contributions to a Roth IRA will increase to $150,000 and $165,000 for single filers and heads of households; up from $146,000 and $161,000. And for married couples filing jointly, the income phase-out range increases to between $236,000 and $246,000, up from $230,000 and $240,000. For married individuals filing separately, who is covered by a workplace plan, their income phase-out remains the same from last year at $0 and $10,000.3&nbsp;

The Saver&rsquo;s Credit (Retirement Savings Contributions Credit) income limit was increased for all filing groups. Married couples filing jointly increased to $79,000, up from $76,500. Head of household went up from $57,375 in 2024 to $59,250 and married individuals filing separately went up to $39,500 from $38,250.4

2025 Presidential Budget Proposal
Today President Biden released his 2025 Budget. While nothing is guaranteed during the budget negotiations, Biden once again re-affirmed his commitment to protecting and strengthening Social Security and Medicare. While there have been solid strides over the last few years to reign in Medicare costs, prescription drugs in particular, both programs still need major reform.
The upcoming budget includes proposals to
Protect and Strengthen Medicare. The Budget strengthens Medicare by extending the solvency of the Medicare trust.&nbsp; The proposal increases Medicare taxes on incomes above $400,000 from 3.8 percent to 5 percent.. &nbsp;&nbsp;The Budget also speeds up the pace of negotiation of prescription drug prices, expands the Inflation Reduction Act&rsquo;s inflation rebates and extends the $2,000 out-of-pocket prescription drug cost cap to non- Medicare participants. The budget proposal also extends the $35 cost-sharing cap for a month&rsquo;s supply of insulin to the commercial market.&nbsp;
Protects the Social Security Benefits that Americans Have Earned. The Administration is committed to extending the solvency of Social Security by increasing taxes on higher income earners.
Ensures That Americans Can Access the Benefits They&rsquo;ve Earned.&nbsp;The Budget also invests in staff, information technology, and other improvements which will improve customer service at SSA&rsquo;s field offices. We all agree that Social Security needs to be reformed to ensure long term solvency.&nbsp; The question is how to do this (eg who pays).&nbsp;
Some of the key proposals include:

<li>Eliminating State/ Federal Taxation of SSA: Several proposals are on the Hill right now to eliminate both state and federal taxation of Social Security.&nbsp; Many retirees are surprised when they learn Social Security is taxed.&nbsp; If the tax is eliminated, SSA will have to make up these funds from other places...</li>
<li>Delaying Full Retirement Date:&nbsp; Over the years the definition of 'full retirement date', the age when you are eligible for 100% of your benefit, has been delayed.&nbsp; Currently age 67, one way for Social Security to increase solvency is to delay full retirement date.&nbsp; This may be viewed unfavorably by soon to be retirees, particularly those in labor related jobs.</li>
<li>Increasing Earnings Cap:&nbsp; Another way to increase solvency is to increase the amount of workers salaries that is subject to Social Security tax.&nbsp; Today earnings above $160,200 are not subject to the 6.2% (12.4% when including employer tax) but there are several proposals to increase the taxes on higher income earners.</li>
<li>Modernizing Benefit Calculations: Current Social Security calculations discourage part time work in retirement.&nbsp; They also provide inequitable outcomes when couples divorce and don't provide family caregivers with earnings credits.&nbsp;&nbsp;</li>

This week Reps. Angie Craig, D-Minn., and Yadira Caraveo, D-Colo., introduced new legislation called the <a href="https://www.congress.gov/bill/118th-congress/house-bill/7084/text?s=2&amp;r=26&amp;q=%7B%22search%22%3A%22actionDateChamber%3A%5C%22118%7CH%7C2024-01-25%5C%22+AND+%28billIsReserved%3A%5C%22N%5C%22+OR+type%3A%5C%22AMENDMENT%5C%22%29%22%7D" rel="follow">You Earned It, You Keep It Act</a>.&nbsp; The Act proposes extending the Social Security lifeline by 20 years by increasing taxes on high earning workers and simultaneously removing the federal taxation of Social Security.

<h3>How 2024 Elections May Affect Retirement Plans&nbsp;</h3>
It&rsquo;s 2024, and the coming election cycle is going to play a pivotal role in American life this year. Retirement is no different, especially because elections and changes in leadership can have a major impact on critical federal programs such as Social Security and Medicare.

Social Security
Social Security is in flux. As the retirement fund faces the potential of running out in the near future1, many candidates are discussing potential changes to the system, including everything from raising the retirement age2, to increasing taxable earning amounts, trimming benefits for younger Americans3 and more. These changes recently came up at the GOP Presidential debate, and may increase the amount of Social Security benefits that people receive in retirement.4 In particular, Republican candidate Nikki Haley &ldquo;has called for several changes to the nation&rsquo;s safety net programs, including increasing the age at which today&rsquo;s younger workers would become eligible for Social Security retirement benefits and limiting the growth of benefits the wealthy receive.&rdquo;5
The Democrats, for their part, are also looking to make changes to Social Security in order to preserve funds for the program and prevent future benefit cuts.6 President Biden has suggested adding a new payroll tax for those with incomes over $400,000, changing the way that Cost-of-Living Adjustments are calculated, increasing the Primary Insurance Amount for older retirees (when healthcare expenses are likely to be higher), and increasing the special minimum benefit for lower-wage workers to boost their monthly benefits.
At the same time, the Social Security Administration also recently announced a 3.2% benefit increase for 2024 in order to keep up with the cost of living. 7As a result the average monthly benefit is now up to $1,907 from $1,848 last year, with those who receive the maximum now seeing monthly checks of $4,873.
Medicare
Medicare is another hot button issue right now since politics and electoral shifts can affect Medicare even more than Social Security.&nbsp;
Among the 2024 candidates,8 President Joe Biden has taken steps to address "misleading" Medicare Advantage advertisements and wants to require insurers to be more transparent in communicating benefits to retirees. The White House also announced in August that &ldquo;10 prescription drugs that will be subject to the first-ever Medicare price negotiations,&rdquo; a landmark for the Medicare system.9 Former president Donald Trump has opposed Congressional efforts to his own party to make changes to Medicare. 10 Haley favors expanding add-on packages for Medicare Advantage plans in order to increase competition.&nbsp;&nbsp;&nbsp;&nbsp;
Amid all this, Medicare Part B, which relates mostly to preventative care, premiums and deductibles will be rising around 6% in 2024.11&nbsp;
Retirement Accounts
Further underscoring the importance of elections on retirement accounts, a recent poll found that nearly half of investors believe that the 2024 election will have a bigger impact on their portfolios than general market performance.12 However, wealth management experts are more pragmatic, suggesting that while the election may impact the stock market, &ldquo;economic growth, interest rates and inflation remain more critical factors than election results.&rdquo; 13
Whatever happens, your 401(k) will survive. 14
In the meantime, the IRS has boosted the annual individual contribution limits for 401(k), 403(b), most 457 plans and the government&rsquo;s Thrift Savings Plan by $500, to $23,000, citing the rising cost of living. 15

<li>Are Boomers rate sensitive? Much less than a younger generation!&nbsp; They want to pursue their retirement dreams and won't wait 10 years. They are still buying boats, rvs and retirement homes.&nbsp; They just may have sized down their expectations to match the current rate environment.</li>

Every year the IRS makes annual adjustments to account for inflation. &nbsp;These adjustments range from tax brackets to IRA contribution limits. &nbsp;This week the IRS announced the updates for 401K and IRA contribution limits and Roth phase outs.
The year 2024 will see an increase in both 401k and IRA contribution limits: The contribution limit for employees who participate in 401(k), 403(b), most 457 plans, and the federal government's Thrift Savings Plan will increase to $23,000, up from $22,500. The limit on IRA annual contributions increased to $7,000 from $6,500 in 2023.1
In addition to these increases, the catch-up contribution limit for 401(k), 403(b), most 457 plans, and the federal government&rsquo;s Thrift Savings Plan for employees aged 50 and over, remains at $7,500 for 2024. The catch-up contribution limit for individuals aged 50 and over remains unchanged at $1,000.2&nbsp;

Another key change this coming year is a relatively large increase to the Roth phase-out cap: The income phase-out range for taxpayers making contributions to a Roth IRA will increase to $146,000 and $161,000 for single filers and heads of households; up from $138,000 and $153,000. And for married couples filing jointly, the income phase-out range increases to between $230,000 and $240,000, up from $218,000 and $228,000. For married individuals filing separately, who is covered by a workplace plan, their income phase-out remains the same from last year at $0 and $10,000.3

The Saver&rsquo;s Credit (Retirement Savings Contributions Credit) income limit was increased for all filing groups. Married couples filing jointly increased to $76,500, up from $73,000. Head of household went up from $54,750 in 2023 to $57,375 and married individuals filing separately went up to $38,250 from $36,500.4

Yesterday the Biden administration and DOL <a href="https://www.whitehouse.gov/briefing-room/statements-releases/2023/10/31/fact-sheet-president-biden-to-announce-new-actions-to-protect-retirement-security-by-cracking-down-on-junk-fees-in-retirement-investment-advice/?utm_medium=email&amp;_hsmi=2&amp;_hsenc=p2ANqtz--cxfgXKUGTZWqukg9X3rvgJT5dQeIgraTbME7-pVd4-h6ZsFP582G5I5zJxXoSD3Ts838MsjEQavXMfHObi-3w1HZUWQ&amp;utm_content=2&amp;utm_source=hs_email" rel="follow noopener" target="_blank">announced</a> the new 'fiduciary rule' proposal which widens both the types of investments and activities governed by the best interest guidelines. The overarching goal of the fiduciary rule is to ensure advisors aren't incentivized by fees when making investment recommendations on retirement accounts. The proposal updates the 1975 fiduciary language which was put in place before the mass adoption of IRAs and before the existence of 401Ks. The administration estimates that fixed annuities alone cost savers $5b in fees in 2023.
In summary the proposed rule changes

Expand coverage of products that must be in savers 'best interest'
The rule proposes that commodities and insurance products (for example fixed annuities) be governed by the federal rules. The proposal would require that BOTH securities and insurance products be in the best interest of the saver.

Capture retirement account rollovers
Rollovers were historically exempt from best interest rules but would also be covered. The rollover/ consolidation of retirement accounts is perhaps one of the biggest decisions that consumers make.

Extend coverage to advice provided to plan sponsors
Advisors who make recommendations to plan sponsors would be captured by the best interest requirements.
